Mining moon minerals (low-end) is unprofitable. Usually people set up poses for something else, and add mining arrays to help offset the costs, but it's unprofitable to set up a pos only to mine.

Anywhere. Okay, that was probably not very helpful, but it's true. There are 2 types of stations in Empire, with 35% yield and 50% yield. That's all. There are more 50% yield stations than 35%, so just look around.
